Current City Plan of Marbella ("PGOU")

The most recent City Plan (PGOU) of Marbella of 2010 was declared null and void by the Spanish Supreme Court in October 2015. Since then, the valid planning in Marbella is again the former version of the PGOU, dating from 1986.

The official text and maps of the PGOU of 1986 can be reviewed in the online viewer of the town hall´s Geographic Information System (SITMA).

The system includes various layers of useful geographic information, including the property tax registry ("Catastro"), building department file numbers, historic aerial photos, and the maps of the former PGOU of 2010. It has recently been upgraded with the addition of the multiple master plans ("Planes Parciales") that have reached final approval since 1986.

Consolidated document ("Texto Refundido")

On September 29, 2017, the town hall approved a consolidated document ("Texto Refundido") of the old City Plan of 1986, intended to consolidate the various versions and amendments of the old plan.

The approval was published in the official gazette on April 30, 2018.

The consolidated document does not include updated zoning or street alignment maps, and the official documents continue to be the original drawings of 1986 available in the town hall´s Geographic Information System (SITMA).

Partial revision ("Adaptación Parcial a la LOUA")

On July 27, 2018, the town hall approved an updated version of the City Plan of 1986 ("Adaptación Parcial") as required by the Andalusian Planning Law of 2002.

The approval was published in the official gazette on October 11, 2018.

After the update, the City plan can now be modified and the town hall is currently pursuing various spot modifications and amendments to bring the old plan to a new life.

Code amendment ("Normas Urbanísticas")

On May 16, 2018, the town hall approved an amendment of the planning and building code ("Normas Urbanísticas") of the City Plan of 1986, intended to bring the technical requirements of the plan up to contemporary standards.

The approval was published in the official gazette on July 3, 2018.

Draft of the new City Plan of Marbella ("Avance")

On August 14, 2020, the City of Marbella published a draft version ("Avance") of a new City Plan, to replace the ageing plan of 1986, which was open for public comments until September 25.

On September 14, the City approved the required preliminary environmental study (DIE or "Documento Inicial Estratégico") and agreed to submit it for environmental review with the regional government.

The draft City Plan and the preliminary environmental study are available for review in the website of the City of Marbella.

On September 26, the City announced a period for preliminary proposals, in which landowners, developers and the public are encouraged to submit general or specific planning proposals. It will be open until December 31, 2020.
